fix: restore main typecheck

No linked issue; this fixes the current main CI typecheck failure.

Problem

The latest main CI typecheck fails because the TUI message-flow test fixture for a background.task.started event is missing the required info.kind discriminator for process background tasks.

What changed

Added the process kind to the background task event fixture and included a patch changeset for the CLI package so repository checks recognize the package-level change.
