Potion Horse Breeding Release 1.0

I quickly whipped this up. It does change the speed value of the bred horse (doesn't work with mules) to the average of the current speed of the parents. (This probably means it's possible to use turtle master potions to breed super slow horses as well.)
The plugin is built for 1.18, so there might be issues if installed on earlier versions.
