Update LibreOffice to support multi-page TIFFs

Older versions of LibreOffice for file conversions support TIFFs, but crash on multi-page TIFFs. Newer versions of LibreOffice support converting multi-page TIFs to PDFs.

I think it is worth testing locally on a LibreOffice version that supports multi-page TIFFs and then integrating it into our pipeline.

Multi-page TIFFs are a somewhat obscure format, but my colleague encountered a court transcript in this format.

I found a simple multi-page TIFF that I downloaded from Multipage tiff example for download – test image file.

When I attempted to upload this to DocumentCloud. When it finishes processing, instead of showing the document pages, it shows this error message (twice):

MissingPDFException: Missing PDF "https://s3.documentcloud.org/documents/25911627/multipage-tif-example.pdf?X-Amz-Algorithm=AWS4-HMAC-SHA256&X-Amz-Credential=AKIA4JBBEJ7KWPNZQB7I%2F20250423%2Fus-east-1%2Fs3%2Faws4_request&X-Amz-Date=20250423T222202Z&X-Amz-Expires=300&X-Amz-SignedHeaders=host&X-Amz-Signature=2ef2ed135a8045e515bee99a58faf6b72c12bce148b3a7ad8554d145d537a835".

This is the same behavior I encountered when testing the court transcript PDF.
