Take over Chocolatey package maintenance

Currently, the Chocolatey package used to install/uninstall MultiMC is found here. Hosting that package under the official MultiMC github would improve its trustworthiness and make it easier for current & potential maintainers to work on it. I don't mind doing this myself but it seems like a separate repo might be the best place for distribution packages – currently I'm not sure where I'd make a PR.

Issues:

• No longer maintained (installs multimc 6.13)
• Incorrectly depends on JRE 8
• Fails in certain cases (I tried running the installer via Intune)
• No installation options
