Integrate prebuild tests into capgen CI

## Description
The prebuild tests will be integrated into the CI on feature/capgen to ensure future capgen updates to not break the prebuild tests.

ALSO: Add python 3.12 to capgen CI

## Solution
Will require updates to the Github workflows.
