otherwise we append to the existing archive which causes problems on AWS.

Context
We need a way to simulate callbacks coming from NHS Notify in order to check the message status handling lambda is updating BCSS Oracle as expected.
Changes
Add callback lambda which can be triggered manually, this uses any items marked as 'sending' from BCSS Oracle as the basis of the payload sent to the message status handler lambda.
