We need this for thick client connections to AWS Lambda
…ublishing This workflow downloads the appropriate Oracle client archive and builds a lambda layer we can use in thick client mode with Oracle. This is a manual workflow because we really only need to do this once in the environment setup. We could arguably do it in Terraform when creating resources.

We've recently had to switch to using Oracle thick client mode to allow network encryption on Oracle.
This PR provides a Github workflow which builds the Oracle Client lambda layer needed for thick client mode.
