[CDAPI-120]: Update proxy github actions

Description

Updated the deploy and tear down proxy actions to enable the environment to be set.
Updated any github actions that still contained inputs interpolated directly and some minor tidying up.

Context

To enable the initial creation and subsequent maintenance of the proxy for the external int environment.
