[GDCAPIM-337] Adding dependabot cooldowns

Description

Adding 7 day cooldowns to all dependabot updates (which automatically excludes security updates) - https://docs.github.com/en/code-security/reference/supply-chain-security/dependabot-options-reference

Context

Add cooldown to dependabot update config so that updates are only recommended after a 7 day "cooling down" period. The hope being that this provides enough time for any vulnerabilities to be found. Therefore this reduces the chance of us using compromised github actions or other external dependencies.
