VED-1047: Update API service level on OAS

Summary

• Routine Change

The OAS currently states that the API is a Platinum service level. This is no longer correct, the service level was downgraded to Silver Plus, but the page was not updated.

This ticket is to update the service level on the OAS so it reflects the current, agreed position.

Note: We're going with the wording / linking as originally advised by the content owner. Yes, it's ambiguous, as we are Silver Plus, but Silver Plus is not described on the linked page. Nevertheless, in the absence of further direction from the content owner, PDS and a couple of other pages also point to the one we have been advised to point to.

Note to Testers: No testing required. Will move to 'Done'.

Looks good to me. Looks like the APIM pipelines are having a bad day, so I'll raise a Service Now.

Might be worth double checking the wording with Andrew. Especially as the Service levels page does not reference Silver Plus. But looks like you've done the right thing following the NHS APP API page wording, since they also use that service level.
