added to bulk order setup primary fix.

    bulk_table = dynamodb.Table(LG_STITCH_TABLE_NAME)
    scan_and_remove_items(bulk_table)

Ruff was out of date and not working, updated ruff tool and toml so it works correctly now as part of this PR.
