CCM-10237: Move Observability to SharedInfra

Description

We are moving the Observability Bounded Context to Shared Infrastructure. This PR enables that.

Key Changes:

1. Moved Firehose streams and related resources for pushing logs/metrics to Splunk from the previous "acct" component to the "obs" component
2. Enabled firehose stream/metric stream/cloudwatch destination for pushing metrics to Splunk in the us-east-1 region
3. Upgrade lambda package to node22
