CCM-12059: Improve Eventpub Lambda Build

Description

Removes the timestamp from the filename to avoid false drift detection issues. This is achieved by creating a null resource with local-exec and having the archive file depend on that instead.

Also fixes an issue which was introduced which broke the relative path within the module breaking the archive creation.
