CCM-6250: shared modules

Description

Moving over terraform shared modules that are currently having different copies in different repos to consolidate them in one place.

Context

This is to establish a standard approach in defining and writing terraform modules that can take away unnecessary copies in different repos and reduce duplicated effort

Type of changes

• Refactoring (non-breaking change)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would change existing functionality)
• Bug fix (non-breaking change which fixes an issue)
