CCM-14741: Dependency standardisation

Description

Move devDependencies to the root package
Update lint configuration to allow for devDeps to be defined in the root package

Context

This simplifies dependency management and standardises the development toolset across packages as much as feasible
DevDependencies at the individual workspace level should be reserved for specific requirements (e.g. the datastore requiring devcontainers for db testing) or specific version overrides

Type of changes

• Refactoring (non-breaking change)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would change existing functionality)
• Bug fix (non-breaking change which fixes an issue)
