Styling for blockquote isn’t well visually separated from body text

Expected:
Blockquote should have border/styling to visually distinguish it from regular paragraph text.

• blockquotes (based on design used for mainstream GOV.UK content)
• blockquotes with attribution (as above, but with blockquote wrapped by a figure element and the attribution added in figcation below, displayed using the secondary text colour)
• alerts (rendered as either inset text or warning callout depending on the type of alert)

This should provide a range of options for displaying different types of content, using components from the NHS design system, while retaining the underlying semantic markup.
