The new features are

1. `iptables` mode
2. Instances now have names
3. `stats` userspace configuration mode
4. Support for kernels 4.17, 4.18 and 4.19

And the bugfixes are

1. Fix low performance on virtual interfaces
   (https://github.com/NICMx/Jool/issues/267)
2. Patch incorrect fragment handling on newer kernels
   (https://github.com/NICMx/Jool/issues/231)

Additionally, the userspace client interface has been overhauled to
remove clutter.
