Drop labels from next_steps issses

`{{cookiecutter.project_name}}/.github/workflows/next_steps.yml` should not use labels. In next_steps.md we can use a filter on author to link to the created issues. For example https://github.com/fdiblen/bal/issues/created_by/app/github-actions
