Support for Windows on ARM64

Devices like Surface Pro X are now becoming mainstream.
As of version 7.9.5 Notepad++ just released its Windows ARM64 build. (see notepad-plus-plus/notepad-plus-plus#5158)
Now it's time for the plugin to catch up :-)
