Support building with Clang on Windows

Enhancement Request

Visual Studio 2019 now includes a Clang toolset for Windows. Building OpenStudio with Clang would allow for Clang plug-ins and other features to be used for OpenStudio on Windows. Many of the same motivations that are driving other projects to use Clang on Windows:

We played around with this before and I think we ran into some issues supporting the 32 bit version for the C# nuget packages and/or conan dependencies, but this is prob worth a revisit as that was a while back. I know Visual Studio 2022 is now available too so we have some retooling options/upgrades available that worth pursuing. As much as MSVC can be painful to support, it can catch errors/warnings that are different from clang/llvm, so that part is nice. If we went all in on clang/llvm we would lose that.

I updated conan.cmake to 0.17.0 to support MSVC 2022 FYI: #4514

Using the same ticket here to do some upgrading after the 3.5.0 release for the Windows runner.

• Update to use Visual Studio 2022
• Test out clang for windows
• Use ninja as build
