NeMo-Run Integration

NeMo-Run now supports ray on SLURM here https://github.com/NVIDIA/NeMo-Run/pull/159/files and Curator already uses it.

There are nice features like nsys plumbing and the ability to switch between clusters and slurm/k8s. This issue tracks the investigation of NeMo-Run and what the integration will look like.
