Refresh the vendored rapids-cmake copy to v26.04.00, raising the project minimum CMake version to 3.30.4 and picking up CPM 0.42.0 so modern CMake no longer warns about FetchContent_Populate. Also update pybind11 to v3.0.3 and mark dense solve validation parameters maybe_unused for release builds where assertions compile out.

CMake has had several warnings for a while due to deprecated features. This PR bumps the required CMake version, increases the pybind11 version, and rapids-cmake.
