[OSS Strategy] Create a project process

This issue is to track creating a project process for the OSMO repo. This process will include:

1) Project proposals - "what" is being built
2) Project design - "how" it's being built
3) Project tracking - where the project is in the process

Looking at inspiration from [nf-core](https://nf-co.re/docs/contributing/project_proposals) and [Astro](https://github.com/withastro/roadmap).
