#259 - Begin resource action model

Description

• Reorganizes the files to the correct folders
• Adds the new resource action model semantic
• Has logic to convert the old legacy path policies to the new ones so we don't break old services

Next steps:

• Add logic to go into the db to check for workflow pool relationships and whatnot (basically, I need to add the logic for more attribute based information for specific apis)
• Remove the pool action_permissions
• Update role configs service to use new resource action model semantic rather than old path logic
