Vouch request: freeqaz-openai

[freeqaz-openai]

What do you want to work on?

I have been working with Mrunal, Derek, Drew, Jacob, and many of the folks here as we build out OpenClaw Enterprise in tandem. I created a PR last night and it auto-closed, so Mrunal steered me towards this vouch request system so that I can contribute on this side. The specific issue was a lifecycle hook that I need for OCE to integrate with OpenShell. #4678

Why this change?

OCE needs to be able to reject a request in-flight as an agent's privileges change.
