CI: Create a release pipeline

Manually triggered on GitHub web UI:

• Select which component to release
• Specify the git tag
• Specify the GHA run ID
• Build docs from the git tag
• Generate an archive and post on the Release (Produce stable artifacts #71)
• Fetch artifacts from the run ID and release to PyPI
