[FEA] Improve the lower bound calculation in the ramp-up phase

During the ramp-up phase in the parallel B&B, `cuopt` set the root objective as the global lower bound. This is a pessimistic estimation and does not reflect the actual lower bound calculated by the threads. Note that not all threads are active in this phase.
