This commit adds instructions to build cuVS Golang bindings. This is a follow-up to #1114. When testing the fix in #1114, it became apparent that the Golang build was not documented. It wasn't immediately evident that `CGO_CFLAGS` (etc.) needed to be set for the right header files to be included. This has now been documented in the build steps.
