feat: Allow configuring tracing in nico site config

Please provide a clear description of problem this feature solves

Currently, tracing is disabled by default and only expected to be turned on via an API call to enable tracing, which is lost when nico-api restarts. We should give operators the ability to turn tracing on by default so that tracing is always enabled on a site.
