Summary

Cherry-picked from automated/sync-skills (PR #226) — lands only the NeMo-RL changes from that sync. Skipping the other drifted skills until their teams re-sign.

Why split

PR #226 also included content changes on:

  • 13 × vss-* skills (47 files, 0 sig refresh)
  • cupynumeric-hdf5 (evals.json, no sig refresh)
  • nemoclaw-user-reference (references update, no sig refresh)

Landing those would break crypto verification on the next "Verify Signed Skills" sweep — same pattern as the recent Aditya/Physical AI drift. Teams are being pinged to re-sign on their source repos before the next sync.

All 5 carry the full 5-artifact set (SKILL.md, skill-card.md, evals/evals.json, BENCHMARK.md, skill.oms.sig) and verify cryptographically.

Follow-up

Test plan

  • Merge
  • Verify next "Verify Signed Skills" run is clean for NeMo-RL
  • Confirm README shows all 5 in the NeMo-RL row

Cherry-picked from automated/sync-skills (PR #226) to land only the
NeMo-RL content. Skipping vss-*, cupynumeric-hdf5, and
nemoclaw-user-reference changes from that sync because their
skill.oms.sig was not refreshed alongside the file changes — landing
them would break crypto verification on the next sweep.

Source teams are being pinged to re-sign before the next sync.
