Cherry-picked from automated/sync-skills (PR #226) to land only the NeMo-RL content. Skipping vss-*, cupynumeric-hdf5, and nemoclaw-user-reference changes from that sync because their skill.oms.sig was not refreshed alongside the file changes — landing them would break crypto verification on the next sweep. Source teams are being pinged to re-sign before the next sync. Skills landing: - launch-nemo-rl - nemo-rl-auto-research - nemo-rl-brev-etiquette - nemo-rl-docs - nemo-rl-session-memory README regenerated to surface the new skills.
