Summary

• remove the implementation planning artifact from the live repo
• tighten the README so it captures the durable operating model for this special repo
• keep the repo ready for review with only long-lived documentation in the root

• this is a documentation-only cleanup on top of the already-merged special repo implementation
• no workflow, template, or policy routing behavior changes are introduced here
