Add configurable Argon2id / KDF parameter tuning for encrypted wallets

Allow users to configure wallet encryption parameters such as memory cost, iterations, and parallelism for Argon2id. Expose these settings in CLI config and apply them when encrypting secrets so StarForge can balance security and performance across devices.
