While there may be corner cases to hit this, every user will hit this when they first try to enter utility data.
You see what looks like a real object, but fields and pulldowns are not editable, but radio buttons are. There is a green "+" that has mouse over states but does not do anything. Also while there should be a green "+" in the bottom left of teh left pane, it is grayed out.
The user has to know to switch away from and then back to the "Electric Utility Bill" to both clear out the phantom object and enable the green "+" to make a new object..
There is currently a pivotal ticket in the icebox for this. It should be fixed soon after the release.
