  • Setup open source solvers HiGHS and WIP Cbc to replace Xpress for GitHub Actions CI Workflows
  • WIP non-DRY setup for HiGHS http.jl versus NREL-production solver
  • Temporarily only test V3 validation and http.jl endpoints until we get any tests that need solvers switched over to HiGHS
