User inputs for Generator installed_cost_per_kw are being overridden due to incorrect use of if statements in validators
What is the new behavior (if this is a feature change)?
Fixed bug so that defaults are only applied if user input is not supplied.
Does this PR introduce a breaking change?

Results will now reflect user inputs for generator costs.
