Add support for NSRDB Polar datasets

Description

Update UI callback for Solar Resource page to support new NSRDB Polar datasets.

Fixes #2124

To Test

1. Build a SAM-private version of SAM.
2. Create a PVWatts/No financial case.
3. Download a TMY file for Kotzebue, AK or any other location north of 60 degrees Latitude.
4. Run a simulation.
5. Download a single year file for Kotzebue, AK.
6. Run a simulation
7. Add a Detailed PV/No financial case.
8. Run a simulation for each of the weather files downloaded above.
