This PR updates the use of WOMBAT's weather profile to use the internal
Project.weatherfor all calculations, and subsetting it to the operational period as was done for the FLORIS analysis in the case that O&M is not been modeled. In addition, the internal library data has been updated to account for updates to ORBIT and WOMBAT, including a revised failure data structure and new layout to account for a bug overestimating cable carrying capacity.
