feat(actions): delay PR URL until simulator or emulator is booted

Summary

• Post the SimDeck PR comment only after the boot step completes, so the tunnel URL is published when the target is actually reachable.
• Add Android GitHub Actions support with simdeck run android, including APK upload and comment-session workflows.
• Update the GitHub Actions guide to document both iOS and Android session flows.

Testing

• YAML parsing and Markdown formatting checks passed for the new action files and updated guide.
• git diff --check passed.
