Chrome DevTools Network Domain

Implement the [Network Agent](https://chromedevtools.github.io/debugger-protocol-viewer/tot/Network/), part of the Chrome Debugging Protocol, inside Chrome DevTools.

We expect to be able to display request/response information with their respective headers when network packages are sent/received to and from the device.
