Custom Icons Not Applying

Describe the bug
When a custom icon
pack is applied and an app does not have an icon in the pack, you cannot apply a custom icon

To Reproduce
Steps to reproduce the behavior:

1. Apply an icon theme
2. Find an app without an icon in theme (Arcticons Material and Qkr! For example)
3. Click the KISS button
4. Long click to apply an icon
5. Choose an icon from pack and press OK
6. Icon doesn't change

Expected behavior
Icon should change

Settibg the shape back to system default still doesn't honour the custom icon.
