Authoritative branch = SFS?

@NeilBarton-NOAA - should we be using your SFS branch as the starting point for our experiments? I want to make sure I am starting from the right place and then create as clean as possible branch that has the changes I need for Frontera, Hopper, and containers.

Hi @NeilBarton-NOAA - I wanted to follow up on this. Are we continuing to follow develop because GEFS development is continuing past HR4?
