Typed lsep_msgs transport + managed lifecycle node. v2.1-draft engine with dwell-based de-escalation and input watchdog. CI (ros:jazzy) verifies build, 9/9 unit tests, and the full state ladder (INTEGRITY → AWARENESS → INTENT → CARE → CRITICAL → THREAT → dwell de-escalation → AWARENESS). See ros2/src/README.md.
