ja install failed for built-in java modules

If I have the following module-info.java, running ja install would fail with error Module java.sql not found, required by foo.bar

module foo.bar {
  requires java.sql;
}

Ah! Well that's surprising that slipped through, but turns out it's because our tools bring quite a few modules onto the boot layer so I hadn't run into this with any of the tools I'd tested.

Will be fixed in v0.25.2 or v0.25.3. Just fighting with Maven Central r/n.
