Let's Encrypt certificate not requested if mail field is empty #5465

The fix for #5455 introduced a regression bug: if the mail field is empty, the Let's Encrypt certificate is not requested.

Steps to reproduce

  • Configure a machine where all Let's Encrypt requirements are satisfied
  • Access the "Server Manager" and go to "Server certificate" page
  • Click on the top-left button and select "Request Let's Encrypt certificate"
  • Make sure the "Notification email" field is empty
  • Submit the form

Expected behavior

The certificate must be generated.

Actual behavior

The UI starts the spinner and returns to certificate list, but LE certificate is not generated.
