NethVoice CTI: user group are not shown based on configured permissions

The operators' tab in NethVoice CTI should display users based on the groups enabled in the profile associated with each user.

Current Behavior:
All users and all groups are displayed across all views, regardless of the profile settings.

Steps to Reproduce the Issue:

1. Create two user groups.
2. Assign some users to one group and others to the second group.
3. Associate a profile that is configured to display only the users of a specific group.
4. Observe that both groups and all users are visible, despite the profile settings.

Additional Observations:

• Users who are not assigned to any group are not displayed in the group view but appear in other views.

Proposed Improvements:

1. Consider implementing a permission setting that enables viewing all users by default.
2. Evaluate the possibility of ordering groups in a custom sequence, as the current order is strictly alphabetical.

A. Fresh installation

• Go to NethVoice configuration page
• Create three user groups: Marketing, Support, and Development
• Assign some users to Marketing, some to Support, and others to Development
• Verify that Base, Standard, and Advanced profiles have the Presence Panel > All groups permission disabled
• Select Standard profile and verify that Group Marketing and Group Support permissions are disabled
• Choose a user (e.g., Alice) and assign her the Standard profile
• Assign Alice to Marketing group
• Open a new tab and log in to NethCTI as Alice
• Go to Operators page
• Verify that only operators of the Marketing group are displayed (even without group permissions, users see their own group's operators)
• Verify that clicking the Group filter shows: All, Favorites, Marketing
• Verify that only Marketing operators appear in the global search

• Enable Group Marketing and Group Support permissions for Standard profile
• Refresh NethCTI page
• Verify that only Marketing and Support group operators are displayed
• Verify that clicking the Group filter shows: All, Favorites, Marketing, Support

B. Update of an existing installation

• Go to NethVoice configuration page
• Verify that Base, Standard, and Advanced profiles have Presence Panel > All groups permission enabled (this is for keeping previous behavior)
• Open a new tab and log in to NethCTI as Alice
• Go to Operators page
• Verify that operators from all groups are displayed
• Verify that clicking the Group filter shows: All, Favorites, Marketing, Support, Development
• Verify that all operators appear in global search
• Verify that changing All groups and other Group X permissions work as expected (per test case A)
