Cluster-admin Settings page for Metrics

Since Core 3.6 Alert and Metrics are managed with a Prometheus + Grafana stack. Implement a cluster-admin Settings page to configure it.

once the core has been installed you need to tests the new UI in settings > metrics

1. test without mail notification enabled

you can enable grafana but the alert notification are disabled, a button allow you to go to Settings > Email notification
once the Email credentials are set, inside the page in the upper right you have a button to go back to metrics > settings

2. test with mail notification enabled

once the settings > Email notification is enabled, you can enable the alert notification in the metrics page
mail_template, mail_to, mail_from. mail are mandatory and required
you can verify if settings are well written by (adapt the module ID of metrics)

3. enable grafana and reach the module
   You can enable grafana, a button with the link to the webpath of grafana is available, you must reach the grafana module

4. test with subscription enabled
   disable first the Alert notifications in settings > metrics, set the toggle to disabled and save
   enable the subscription in settings > subscription
   the Alert notification toggle has been removed and Alert notifications are enabled by default, you can set the default mail template and set the mail_to and mail_from
