Allow customization of [homes] section in Samba

Manual configuration of the [homes] section should be possible to for example add a recycle bin for home shares.
The [homes] section currently cannot be manually configured by customizing the include.conf file because the [homes] section in smb.conf is parsed after the include = include.conf line, so a customized [homes] section always gets overridden. smb.conf works like the last entry is valid.

Proposed solution

Move the [homes] section on top of smb.conf so customizations in include.conf are respected.
This way we keep it simple as just the already existing customization file is needed and there's no need to add another one and document it.

Alternative solutions

Use another new customization file include_homes.conf for customizing the [homes] section.

Moving the [homes] section on top didn't work because then some of the global options are added to it so the better solution is to add a condition that doesn't write the [homes] section to smb.conf when a [homes] section is found in include.conf as discussed here.
