Launch update-os action from Software Center

Update of base OS for installations without a subscription is left to traditional distro procedures, like apt upgrade or dnf update. Software Center updates core and apps, but gives no visibility of the underlying OS update status.¹

Proposed solution

Cluster-admin could provide new information and actions:

• Show in UI base OS name and version.
• Show in UI updates availability from distro's enabled software repositories.
• Manually Review OS updates and Run OS update from UI, launching the existing update-os action.

Alternative solutions

• Consider equivalent, existing UIs to perform this task, e.g. Cockpit
