Disabled OpenVPN tunnels monitored by netifyd

netifyd configuration keeps using disabled OpenVPN tunnels.

Steps to reproduce

• Disable a tunnel
• See logs or netifyd uci config

Expected behavior

netifyd ignore non existing tunnels

Actual behavior

This will be a WONTFIX, since soon we'll be using NFQUEUE and the section that adds VPNs to the configuration won't be needed anymore.
