develop wildfire emergency response plan and emergency evacuation plan

Wildfires are becoming increasing common so I think it would be beneficial to develop a wildfire emergency response plan.

We do already have a fire response plan in hsp (https://www.newgraphenvironment.com/hsp/plans-and-assessments.html#fire-response) but I think it could be updated to be more specific to wildfires.

Rough draft wildfire emergency response plan.

Wildfire Emergency Response Plan

1. Small fire (Need definition of a small fire), can be contained by crews:
   • Crew lead notifies all crew members and crews regroup if separated.
   • Call Forest Fire Reporting
   • crew leader instructs crew on fire suppression
   • Crews suppress fire for x amount of time (need threshold), need threshold of when to evacuate if fire is not being suppressed.
   • If fire suppression fails then crew lead to activate evacuation plan on tailboard
2. Large fire, must evacuate:
   • Crew lead notifies all crew members and crews regroups if necessary.
   • Call Forest Fire Reporting
   • crew members follow evacuation plan
   • Crews meet a assembly point
